The History of MLL Telecom
From early mobile network links to the wide area networks used by councils, schools and health services.
MLL Telecom began in 1991 building microwave links for Vodafone’s UK mobile network. Over the following decades it added managed networks for public bodies, while continuing to design and upgrade mobile infrastructure. The milestones below show how those two strands developed.
The early years
A mobile engineering business takes shape
Microwave links for Vodafone
MLL says it was formed to build Vodafone’s UK microwave network. Microwave radio links can carry traffic between mobile sites and the wider network, making backhaul engineering an early part of its work. Companies House records show incorporation on 28 October 1991 under the name Microcell Links Limited.
The MLL Telecom name appears
The Companies House record shows the company name changed from Microcell Links Limited to MLL Telecom Ltd in November 1997. The change of name is a documented milestone; it does not, by itself, establish a change in services or control.
A long public-sector relationship begins
MLL’s later releases place the start of its Suffolk County Council work in the early 2010s. One says the original contract was signed in 2010; another says Suffolk had been a customer since 2012. The precise starting point is unclear from those accounts, but the relationship became a long-running example of MLL’s public-sector network work.
There is less public detail about each of MLL’s intervening contracts than about its later awards. The dated milestones here are drawn from company releases and the official company record, rather than treating every year as a separate turning point.
Public-sector expansion
Health connectivity and regional fibre
By the late 2010s, MLL was supplying managed connectivity to organisations with very different requirements from a mobile operator: councils, NHS-related services and schools needed secure links between many sites, plus access to shared systems.
HSCN accreditation and a first live connection
MLL announced accreditation to supply compliant services on the Health and Social Care Network (HSCN) in May. In October, it said it connected Crescendo Systems, a clinical systems provider, as the first organisation to gain access to the new HSCN. This was part of the move away from the NHS’s earlier N3 network.
EastNet appointment
MLL was appointed to upgrade and extend EastNet, a shared public-services network across parts of the East of England. The work included a path towards full-fibre wide area network services.
A larger Suffolk fibre plan
MLL announced a 20-year Suffolk agreement to extend the WAN to more than 600 public-sector sites. It partnered with CityFibre on a planned 114km dark-fibre spine serving more than 300 of those sites. These were public-site connections, not a count of homes passed.
Full fibre reaches schools and offices
MLL reported completing the migration of existing EastNet connections to full fibre in June. By November it said 253 Cambridgeshire schools had been connected, within a wider upgrade of more than 550 public-sector sites across Cambridgeshire, Northamptonshire and Milton Keynes.

The 2020s
Bigger regional services, and a return to mobile scale
The South East Grid contract
MLL announced a ten-year managed-network contract valued at more than £20 million for the South East Grid. The framework initially covered services for more than 500 sites and envisaged a transition to full fibre, alongside gateways and managed network features. Those numbers describe a contracted programme, not an immediate completed rollout.
Suffolk renews and broadens its services
The Suffolk Cloud Partnership extended its MLL agreement for another five years. MLL described a contract worth over £7 million across more than 600 sites, including WAN services, cloud and public-sector gateways, internet access and voice services. It pointed back to the original Suffolk relationship formed in 2010.
Mobile upgrades remain a core activity
In March, MLL announced its 100th radio access network activation for VodafoneThree. In July, it said Bournemouth, Christchurch and Poole Council had extended and expanded a network partnership that began in 2019. These separate announcements show the two types of work continuing side by side.
The pattern: MLL did not simply replace mobile engineering with fibre. Its history is the growth of a managed public-sector network business alongside continued work on mobile infrastructure.
In perspective
What MLL Telecom does today
MLL describes itself as a network design, build and management specialist serving UK mobile operators and public-sector organisations. Its present range includes mobile site engineering, wide area networks, secure connectivity, software-defined networking and voice services. That mix makes more sense when read against its earlier microwave, health-network and regional-fibre milestones.
In short: MLL’s story starts with mobile microwave links in 1991, broadens into council and health networks, then grows through regional full-fibre contracts. Its 2026 mobile work shows those original engineering roots are still part of the business.
