History of Trooli Broadband
FROM CALL FLOW • TO TROOLI • TO A WIDER FULL-FIBRE NETWORK
Trooli started long before the Trooli name existed
The company behind Trooli began as Call Flow Solutions Limited in 2002. It spent years building regional broadband networks before launching Trooli as its full-fibre brand in 2018. The company formally became Trooli Ltd in 2020, changed control in 2023, absorbed former Axione UK fibre assets in 2024 and by 2026 had become a wider network used by both its own retail service and wholesale ISP partners.
This page is about the company’s history rather than today’s packages or overall service quality. For the current buying picture, use our Trooli broadband review.
2002–2017: the Call Flow years
Call Flow Solutions Limited is incorporated
Companies House records the business that later became Trooli as being incorporated on 5 February 2002. It was a Kent-based telecoms operator rather than a national consumer fibre brand.
Regional networks come first
Call Flow built and operated a mixture of fixed wireless, fibre-to-the-cabinet and fibre-to-the-premises networks. Its footprint was concentrated in southern England, including Kent and parts of East Sussex, Hampshire and Berkshire.
Ofcom Code powers
Ofcom says Call Flow was added to the register of operators with Electronic Communications Code powers in May 2012. Those powers supported the company’s ability to deploy and maintain telecoms infrastructure.
Kings Hill gets a major FTTP build
Call Flow announced a full-fibre network for more than 2,500 premises in Kings Hill, Kent, with speeds of up to 1Gbps. This was an important bridge between the older Call Flow model and the dedicated Trooli full-fibre strategy that followed.
2018–2020: Trooli becomes the main identity
The Trooli brand launches
Call Flow unveiled Trooli in 2018 as the consumer-facing brand for its gigabit-capable FTTP build. Contemporary coverage described Trooli as the new face of Call Flow’s full-fibre rollout in Kent, while Call Flow’s own site referred to Trooli as its full-fibre brand.
The launch marked a change in ambition. Call Flow had already operated local networks, but Trooli was designed around a much clearer proposition: build full fibre directly to homes and expand that model across more towns and villages.
External investment supports a bigger rollout
A €30 million growth investment was announced to expand Trooli’s FTTH networks into more small towns in South East England. At the time, the stated ambition was to grow far beyond the first few thousand full-fibre premises.
Call Flow Solutions becomes Trooli Ltd
Companies House shows the legal company name changing from Call Flow Solutions Limited to Trooli Ltd on 10 November 2020. From that point, the corporate name and the public-facing broadband brand aligned.
Why 2018 and 2020 both matter: 2018 is the key date for the Trooli brand; 2020 is the key date for the legal company rename.
2021–2026: funding, new control and a wider network
Expansion financing grows
Government rollout summaries recorded a £67 million-scale funding package for Trooli during the wider UK altnet investment boom. Like many alternative networks, Trooli was trying to move from regional builder to much larger full-fibre operator.
Agnar UK Infrastructure takes significant control
Companies House lists Agnar UK Infrastructure Ltd as Trooli Ltd’s active person with significant control from 3 April 2023, with 75% or more of the shares and voting rights plus the right to appoint or remove directors. Contemporary reporting linked the acquisition to Vauban Infrastructure Partners.
The former Axione UK fibre assets are consolidated
The Trooli story widened geographically when the former Axione UK fibre operation in Scotland was brought into the group. Companies House records Axione UK Infrastructure Limited being renamed Trooli Holdco Thistle Limited in April 2024, while Scottish infrastructure records state that Axione UK sold its assets to Trooli Ltd.
Trooli is also a wholesale network
MTH Networks announced that it had gone live on Trooli’s FTTP network. Industry reporting at the time described the network as covering more than 480,000 homes across parts of South East England, South West England, East Anglia and parts of Scotland.
Current footprint figures change. The 480,000+ figure is a June 2026 industry snapshot, not a permanent ceiling. Availability should always be checked by address.

The bottom line
Trooli’s history is not the story of a brand appearing from nowhere. It starts with Call Flow in 2002, moves through years of regional network building, becomes a dedicated full-fibre story with the Trooli launch in 2018, formalises with the 2020 company rename, then enters a new ownership and consolidation phase from 2023 onward.
